The Finnish system is structured across three levels. At the policy level, the Ministry of the Environment defines the legal framework and environmental targets. The Pirkanmaa Centre for Economic Development, Transport and the Environment (ELY Centre) serves as the national supervisory authority, overseeing compliance. Operational coordination is primarily handled by Finnish Packaging Recycling RINKI Ltd, which acts as a central service hub for producers to join approved Producer Responsibility Organisations (PROs), such as Sumi Oy or Finnish Packaging Producers Ltd.
EPR rates in Finland are categorised based on material composition and ease of processing. Mono-materials and more recyclable packaging has lower fees, while complex or non-recyclable packaging incur higher costs.
